The Habaraduwa Pradeshiya Sabha is located in the Habaraduwa Divisional Secretariat Division in the Galle District of the Southern Province, with 59 Grama Seva Domains. The jurisdiction spans along the coast from Unawatuna to Agrayaapana, approximately 6 km away from Galle city. The Galle-Matara main road and the railway line traverse the area.
Places and shrines of natural beauty and historical value in Sri Lanka are situated within the jurisdiction of the Habaraduwa Pradeshiya Sabha. Noteworthy among them are the Koggala Irugal Temple, Unawatuna Wella Temple, Katalwa Rangwella Ancient Temple (featuring a pagoda, old murals, and the oldest printing press), and the Martin Wickramasinghe Museum.
Additionally, the area boasts natural attractions such as the scenic beauty of Koggala Oya (Kokduwa, Vaduwa, Kurulu Duwa, Madol Duwa, Ganduwa, etc.), Unawatuna Natural Coral Reef, Rumassala Osu Uyana, and Yakini Duwa.
At the beginning of the Habaraduwa jurisdiction, there were six councils: Habaraduwa Village Council, Katalwa Village Council, Kahanda Nakanda Village Council, Kodagoda Village Council, Paragoda Village Council, and Ahangama Municipal Council. Since 1988, with the abolition of the
system of small municipal councils and village councils, their control was transferred to the Galle District Development Councils. Subsequently, the administration of the councils was placed under a special commissioner. The Local Council Act No. 15 of 1987 repealed the Development Council Act and established the Local Council under the control of representatives. Habaraduwa, with the main office, consisted of six sub-offices: Habaraduwa, Ahangama, Katalwa, Kahanda Nakanda, Kodagoda, Paragoda.
The Paragoda sub-office was destroyed due to the terrorist threat in 1989, and its activities were transferred to the Kodagoda office. The Katalua Sub-Office was destroyed by the Tsunami disaster of 2004, and its activities were transferred to the Ahangama Sub-Office. Since the establishment of Imaduwa Pradeshiya Sabha on 17th April 2006, Habaraduwa Pradeshiya Sabha has only two sub-offices, namely Ahangama and Katalua.
At present, the Habaraduwa Regional Council is providing valuable services to the people of the area by managing Ayurveda dispensaries, crematorium facilities, clinics, pre-schools, playgrounds, community halls, libraries, shopping malls, markets, road maintenance, streetlight maintenance, etc.
